cad drawing aircraft sheet metal

i need to have drawings converted to cad and be able to export g-code from them. The original drawings are in scanned pdf format and they need to be modeled in a cad program as a flat sheet metal part. Each part then needs a forming tool or forming block modeled from it. The purpose is to cut out the flat sheet metal, then also cut the forming tool from mdf or plastic and then press the sheet metal over the forming tool in a rubber press to make the shape of the sheet metal. The drawings are of aircraft wing ribs and other aircraft parts. This project is only for (1) drawing to see the quality provided but overall the job will be for several hundred drawings to be made over the next few years. The tolerances must be very close, this must include proper calculations for the bend radius based on the material thickness, k factor etc. experience with catia aerospace is a plus. Attached is a sample drawing i would like cadded and information on the flanged holes.
