Tool for semi-automated Transcription of audio files

We are looking for a semi-automated tool for a new transcription project to help us with the transcription of audio files according to specific rules.
Key functions:
- Automated creation of time stamps in ms for the speech based on segments of sentences
- Breaks of 500ms should also be segmented (based on the sound level)
- Inclusion of XML-Tags (we will provide a specific list)
The tool should work as follows: You upload the audio file into the tool and it automatically creates the correct time stamps in ms for each segment. The user only has to fill in the spoken words (as text) into the gaps. The xml-tags can be easily chosen and inserted by the user.
