Facebook Video Ads - Solar Panels

We are looking for a freelancer that can create solar energy videos for facebook ads, using initially their own footage or stock video and image. We are thinking to start with around 4 videos a month to promote a solar energy company and their products, looking for someone that has creativity capacity to create the videos from stock video or images and is able to create great results. The videos will be used as facebook advertising, majority will be video and captions and few of them will be animated whiteboard explanations, and other have some audio. Our budget will be around $40-$50 for 30 seconds of video. Estimate 4 monthly but looking for a long term relationship if the quality and delivery are good to create 10-20 monthly in a short future.
