build me a website vulnerability scannero

I want to build a cloud based VA assessment tool with full customer login, management dashboard, production of automatic reports with vulnerability findings, payment plans, billing history, account details, renewal/expiration. The vulnerability assessment engine will be able to web crawl automatically all dirs,subdirs,vhosts etc., not just through the source code, but by bruteforcing it. Then i want OWASP testing done on each parameter, network scanning, port scanning, dns scanning/zone transfer security lookups, and penetration testing using a list of exploits. I want this tool to be an exploit framework similar to metasploit, but online.
