Create HTML/CSS website from .pub file (small 4 page site)

I have four .pub files that I need converted over to an HTML / CSS website. They are mostly text with a few graphics, approximately 4-5 images per page. I am running into trouble with CSS and the doctype declaration, as well as seeing the site look different between IE and Firefox. I have the first page set up exactly how it should be.

[Note: The other three pages look like this one so there are no surprises (no Flash, no JavaScript, etc.) All pages look alike and have the same layout and theme. The only differences are the wording and the images.]
Three problems exist:
1. I have no doctype declaration. Once I put one in (DTD transitional, for example) it completely reformats and the components move around, making the site look terrible.
2. It looks quite different between IE and Firefox. I can only imagine it looks different (badly?) in a mobile browser.
3. The menu bar needs to be replaced by more attractive buttons.
Therefore, I need someone who understands the different doctypes and knows which one (of the many) to go with; who knows CSS extremely well; the differences between the main browsers (IE, Firefox, Opera, Chrome, mobile) so that this page and the stylesheet can render correctly regardless of the user's browser; and someone who can make (or re-use from elsewhere) some sharp buttons.

Your problem comes from non-standard functions (functions for which W3 Consortium didn't make any clear specifications, so, the each browser created the functions as the developers considered). The doctype is trying to solve this problem. You just need to use the latest standard HTML and all the latest browser will obey your commands with slight insignificant differences. Your site doesn't need the existing remaining non-standard functions, so, with a little bit of brushing, it should have the same behavior in all the browsers. I have all the major browsers installed on my PC and I can test your web page before being released.
