Build an animated website button compatible with PC and Mobile devices

I require a button designed for a website that is animated and compatible with all devices. The animation will work differently on PC to Mobile. For PC the button will need to be activated by clicking a hand and dragging it across the button. The button will then trigger a custom piece of code (the code is designed to open a new browser window to a link). On mobile i will require the same functionality but rather than click and drag the user will swipe across to activate the button. Essentially it's a large button that you hit (swipe / click and drag) to activate it. I'm not 100% sure on the solution for this project so any suggestions would be greatly welcome. The website will be built on the WordPress platform.
