Build an Interactive Visualization with [login to view URL]

I need someone who can build an interactive site, that incorporates existing technologies and libraries. The site is a discussion support system that helps people visualize conversations in real time.
There are two modes, a recording mode, and an annotation mode.
The record mode, will create a node graph of what is spoken in realtime. This node graph will change over time and be recorded in 3d space.
The annotate mode will allow users to scrub back in time to view graphs of the discussion, and hold a "meta" discussion over those moments.
I'm looking for someone who is really skilled in visualization and web development. The libraries I envision are [login to view URL], neo4js , webgl, understanding web 3D animations and the opensource tool Infra Nodus. A lot the technology exists, what I'm looking is for someone who can integrate these. More details will be provided. I also have mockups of what it will look like.
