Create custom template page for Shopify website

We would like to create a new custom collection page for our Shopify website which we can use on just a couple of collections. The page needs to include around 20 products, each with an image, product name, description and prices. It would need to be laid out like a menu so that we could use this page as a menu on a screen in our bar.
I have atatched an example of the kind of thing we want, but we would supply our own Photoshop file for the design and layout.
