Design HTML web pages from wireframes

We are building a small product using ReactJS and rest based services. The product requires few login/registration, input form, settings, and admin screens. Since the product is written in ReactJS, we need the developer to understand how to design the pages so that our development team can quickly take the html pages and put those in the product. The product requires to be operated from devices of all sizes. So this has to be built with grid and flexbox layout to transform to the screens/devices. We dont want to use the ready to use (bootstrap etc) frameworks to achieve the mobile first look. Material UI or other such frameworks seems to fit well with ReactJS. You can use those the styling of input boxes, buttons etc (if required). I will look for guidance from the developer at this point. For style sheets, we need SCSS (CSS3). From the user profiles, or settings, user should be able to switch between dark, medium, and light themes. That means, the style should be transformable between these three themes. Banner - we need a banner/background for the landing page. The application is about digitally sharing and keeping documents. Can you use a banner which gives the appropriate feeling. A completely digital feel or a banner showing contrast between traditional document keeping to keeping it digitally will also work. Logo - we need a logo that gives feeling of digital document keeping. Give ideas and we can improvise. If you have questions about the requirements, do let me know please.
