On-Going Freelancer (paid monthly) needed for several Client websites (possibly some graphic design)

I'm looking to partner with a developer/designer to do on-going monthly work on several clients. 24-48 hours turnaround times on small items would be appreciated. Or at least communication on estimate time of completion by then so I can communicate back with the client.
The amount of work I need from you can verify from a little too a lot each month. I'm looking for someone who is flexible with this.
Some of the work could include:
- Create/Updates designs and creatives in both web and print media
- Create/Update/Remove content, imagery on websites
- Changes to sites hosted on Wordpress, Joomla, Zencart, Magento, Xcart
- Responsive
- SEO
- Data/Product updates
- General Website Maintenance
- Etc - Mostly falling on the design/front-end side of development.
I'm looking for a developer who can take a task from start to completion. I'm hoping to cut down the amount of time I'm needing to be looking at these clients. So being able to self-manage, troubleshoot, etc yourself is a BIG must.
I'm looking for a developer who is conscious about working with another person (myself) in the same code. So good practice on uploading/downloading files, to make sure no changes are lost.
I'm looking for someone who is good at testing their own changes thoroughly when doing work. These sites do NOT have test environments, and most of the time the clients just want the changes done and made live immediately (with a few exceptions).
I'm looking for someone very responsive and with good email/IM communication skills. This will be the main point of communication so it can be done during different time zones
I'm looking for someone truthful in their hour logging. I don't want to get a text change done and then be told it took 3 hours to complete. :)
I'm looking for someone who, even if you don't know how to do something (like update a Google + page), you'll take a moment to see if you can figure it out before giving up.
Tasks will be setup in QuickBase (I'm working to get this setup now), where requirements will be laid out. Status updates can be logged here, so properly communication can be given to clients. And hours can be logged
