Seeking a Shopify developer with Tiered Pricing Experience

Seeking a Shopify Developer with prior experience implementing tiered pricing in a non-Shopify Plus store.
Some of our products have more than 100 variants, so we've opted to split them up into a master product (for display/search) and child products (one for each color and then it has all of the size variants).
We price by quantity, so if purchasing 1-20 it will cost $12.95 / item, then 21-60 it will costs $11.95 / item, etc. Every product (master + children) can have a different set of prices by quantity.
We looked at PriceRules but it doesn't appear flexible enough to handle this price schema. We also looked at creating a Ruby script through the Script Editor app but this requires Shopify Plus.
What do you propose we use to accomplish the above tiered pricing across all of our products in a way that we can manage as easily as possible, and how long do you propose it will take?
