Out of the 100+ projects we have completed with freelancer, we've never had a bad experience like this. I would advise that project holders structure milestones with a heavy emphasis on completion on backend work. Front end designs were turned over quickly, but they were unable to complete the programming. We asked them to turn over the designs that we had already released milestones for, and they refused to help. They ended up demanding the last milestone before they would turn over the designs, even though they couldn't finish the project. Overall poor experience, would not recommend this developer.
