Provide voice over and sound review for special needs app

I have an old special needs app with around 20 recorded words. I need new sounds for the app including the word files.
The voice has appeal to children with special needs. Its important there is a minimum and consistent pause before the recorded voice starts.
A review and proposed additional sound effects or music for the entire app is also required.
