Animated Banners - Gif or Flash

Hello Designers,
I am looking for someone that can create very simple animated banners as shown in the example image I have uploaded to this project.
Here are the requirements for the banners:
1. Large Oversized Logo
2. Slogan
3. Background Text - Scrolling, Floating, Appear/Disappear, etc.
4. Background - Anything but solid white.
Please see the attached image for an example.
If possible please provide a simple mockup showing you are able to animate the background text and have it moving.
Please let me know the cost for each banner. I am looking to have about 5 sizes for 2 different styles of banners. That means 10 total banners. I am looking to pay a couple bucks per banner!
