Website needed

Hi, basically I want a website created. HTML5 and CSS3 compliant, also with google search engine optimisation. I would like it to be responsive too as in highlighting over certain bits and they change. I woud like image links for facebook, twitter google plus and linkedin. I would like the website to be very easy to update. Ive tried many templates on the internet and i just cannot update them, because when i alter the html code the website all goes messed up so i cannot add articles or anything. I have my own logo and my own domain name i just need content now. I am beginning computer programming in java and android so i would like a place to put my code and to help users. I hopefully will have a forum which I know how to install. I will have a few pages to start with home, contact, about, code, articles, projects etc.
