Design a Wordpress Mockup

We have an online learning platform (screen shoots included below) also we have a firework file for the design.
We would like to design a Wordpress template to match the design of the learning platform (same colors, fonts, buttons, menus, effects and look), we are also going to use WooCommerce for our online shop on this wordpress site so again any graphical elements and templates used by WooCommerce.
In addition to the template, we will need the pages designed, icons for the products, video space, social media integration, image slide shows and some animations, etc
Basically we should have a fully operated, branded website to server our need for selling our courses online and demonstrating our services in a nice attractive way.

I need someone who can do this quickly and smoothly, the template has to be verified (CSS, HTML, etc) and validate on W3C.
