Graphics designing : thumbnail, and logo

I want two PNG files designed. I have a specific design in mind, of which I want two sizes. The first size is of a thumbnail (which would fit into a visiting card, or a computer file/folder's icon image). The second size is intended to be a logo for the cover page of a legal-sized paper/book.
The specific design I have in mind is very simple and is visibly understandable in the screenshot I have uploaded. The design has two ingredients : a TRIQUETRA, and SCALES (libra/justice).
Background to be PNG (not white).
I want only a black-and-white, two dimensional version, with a simplistic design.
