Restaurant Flyer for a Cause - open to bidding

Hello,
I recently submitted a marketing proposal to a restaurant/ bar and in order to get the account, I must submit a flyer for an upcoming event. The deadline to for the poster is Saturday, 3/21 at 12pm EST. How much would it cost to design an 8.5x11 poster? Below are all the details and examples of work.
Client Wants:
- They want the graphic to stand out from previous graphics done by their old agency
- They have an "industrial modern" mixed with "slick, chrome" finishes throughout the restaurant/ bar
- Their desire for graphics is to mix promotional with NYC promotions rounded with a customized, authentic feel of small-town Albany, NY
- What they don't like about the previous agency work: they feel that it all looks very similar, colors are "blah", feels too "boxy", don't tie into their demographic which ranges from mid-twenties to mid-fifties

- Friday, April 24th
- All day event
- In honor of New York State Troopers, David C. Brinkerhoff and Donald R. Fredenburg
- 20% of all, dine-in, proceeds will be donated to the NYS Trooper Foundation
- Size: 8.5x11
