Permanent position for web developer - repost

I'm in need of someone to hire on a more permanent basis for various web development tasks. My company mainly develops web browser extensions.
This will be an on going project and whenever you have free time in a week I would like to purchase that time. I've put down a required 20 hours per week but I would like to know what your weekly schedule looks like and how much time you'd be able to give?
Currently I'm in need of someone to help with a Chrome Extension that I'm busy developing. The extension also needs to be ported to IE and Firefox eventually. With IE we use a .NET plugin that easily allows extension building and deployment. I can discuss the project in detail once you let me know about your schedule and whether you'd be willing to work for us. Also I would like to see some of the projects that you worked on to get an idea of your coding style if possible.
I require each applicant to write 3 online JavaScript tests before formally accepting your bid.
Our budget is $2/hour.
