Write Javascript Live US Map

We need a developer to quickly build a Javascript browser based Map of the US that can display dynamic latitude, longitude coordinates. We would suggest a library like chartjs geo, but are potentially open to other options. This needs to be lightweight, and delivered to us ASAP. 1 day turn time. We are expecting this to cost ~$300
Requirements:
- Runs in the browser
- Has a function AddPoint(lat, lon) that adds points to the map at that location
- each point should display for 5 seconds and then expire and disappear off the map
- bonus would be animation of the points which would fade on and off
This needs to be fast and cannot get slowed down if left to run for several days without refresh.
