.NETCore MVC Developer For Existing Project

There is existing .netcore mvc project tasks are
1. Multiple select from a drop-down. -Only job request form(And the tabs associated with it too. Once a job is submitted it opens up new tab such as status and attachments)
From the two controllers(Populateaccounflt something)
2. Form must be disabled after it is submitted and only an admin should edit it
Which form->Everything for the form
Multiple select not for static drop-downs. Need it for Account numbers and departments
Don't apply if your system not installed 3.1 SDK and runtime.
