Windows Utility - Set UN region code based upon system timezone

Looking for a console application that will set environment variables based upon ISO-3166 codes
1. Develop using .NET / C# code
2. Support .NET Framework 4.0 and above
3. Must support Windows XP and above
4. Single EXE
1. Read ISO-3166-2 data and store in an .XML file locally on Windows computer
Refer to [login to view URL]
Extend the XML file with standard timezone for each country
2. Determine the timezone that is set on the Windows computer
Example: ( UTC-05:00 ) Eastern Time ( US & Canada )
3. Use #2, lookup in #1 and set environment variables
un-region=
un-regionCode= ( AMER, EMEA and APAC .. construct it by categorizing un-region ... may be you can add this in xml and simply read it back )
un-subregion=
4. Add copyright text
%Manufacture% %Product% %ProductVersion% ( see 5 below )

5. Set project properties appropriately so we can change it later on
Manufacture = Company Name
Product = tzRegion
Product Version = 1.00.000.0000
etc.
7. Provide an option ( command line parameter ) to store the variables in the registry ( I will provide the path later on )
tzRegion -saveReg
6. The variables that are created will be used in scripts and for other purposes.
