Joomla User Authentication from External ASMX Web Service

We are looking for a partner to help us develop a Joomla User Authentication Module which authorises/creates users with info from an External Microsoft ASMX Web Service.
There are 2 Web Services to be used: Both will return string when queried with correct params and key.
1. Authentication - This one you pass the user/pass to and it will simply return True/False if it matches from the external DB
2. User Info - This one will give you users Name, City, Email & Phone when queried with users ID
Flow is as follows:
User lands on Joomla site and is presented with user/pass login.
This user/pass is sent to web service 1.
If not match then user is given incorrect user/pass message
If correct then 2 scenarios - If user already has Joomla profile or not.
If user does not have Joomla profile then new one is created and profile details pulled from web service 2 - User is logged in
If user does have Joomla profile then profile data is refreshed from web service 2 - User is logged in
We also need backend user creation where we enter the user ID and new joomla profile is created with details pulled from web service 2 for that ID.
Can see plenty of extensions which do the same job with cloud logins from Facebook, Google, Twitter etc....:
