Cell Phone Application

I need to develop an application for cell phone, which I do not even know if it is possible.

What i need is an application that would intercept any number dialed and dial something else.

Everytime a number is dialed and the SEND key is pressed, this number must be altered to another one.

I will explain by example.

1) The user dials 555 9999 and press Send Key

2) The application intercepts this number and change it to? 9999 9999 +? (a configured? number) + * 555 9999 (which is the number the user originally dialed)

The last set of numbers should be send as DTMF.

Is this possible to be done at all?
