opensips freeswitch expert needed

I have an existing voicemail telephone service (legacy equipment) that needs a new platform for the future.

I think Opensips and Freeswitch looks the most promising. However, I know that there are many other worthy alternatives.

The service must reside on a cloud provider.

Web integration is part of the project and I have attached a schematic drawing that lists my needs and would be the start of a good customer user web interface. Don't forget SEO.

Integrating my current SIP DID provider plus others, as well as Paypal/Google Checkout is also needed. I currently have quite a bit of PHP code on my existing site for selecting numbers from my providers database and payment/service notification.

Automated provisioning for new newly paid customers.

Integrated billing for flat rate and usage based.

The ability to use different outbound termination providers.

Attention to call quality and provide for the adoption of HD voice.

Ability to substitute prompts and IVR.

This project can broken down into increments and integrated with the existing service. Integration with the legacy equipment will entail diverting/forwarding calls to it.

Only a an experienced developer/programmer with verifiable projects should apply, or a newcomer who can prove that they can do the job.

Milestones will be paid at mutual agreed times, otherwise half will be paid upon completion and balance within 30 days of completion.

Please provide an hourly rate for issues after the project is finished.
