Random from query list of values PHP

Hello ineed one PHP to generate one random value from query.
example:
Select id, name from users where estatus = 0
this query return this values:
001 Javier Ignacio Molina Cano
002 Lillian Eugenia Gómez Álvarez
003 Sixto Naranjo Marín
004 Gerardo Emilio Duque Gutiérrez
005 Jhony Alberto Sáenz Hurtado
then i need return onli 1 random from this values and not repeat again if i execute again the same PHP
the values can be more 100 or more the query need made dinamic.
