Software to Transfer sent money

We are an MFI need software that can facilitate secure transfer of funds from our M-Pesa like bank account to a recepient's mobile phone. The mobile phone infrastructure is already in existence and we have a bank account with one of the banks that offers such a service. Currently we can manually send the money using a mobile phone and our wish is to automate that to remove errors and to prevent staff from sending money to unregistered mobile phones.

Technically we will need;

1.A database to store all pre approved customers

2. SMS or USSD modem attached to database server that will receive requests for a loan.

3. A module that will approve or decline a loan to a client

4. An application with access to our bank account that will pull information from our database and transfer money from our bank account to an approved client's mobile number securely via the GSM network.

4. Access levels and reports.
