Build a Website for Charter Vehicle Booking and Bidding

The objective of my company is to provide a website that provides a marketplace for both charter vehicle operators and customers booking vehicles. Customers are able to place their transport / job requirements on the website and suppliers are able to bid on the job - very similar to Freelancer and a Taxi service.
What I require:
Website design to be completed AND approved - I will provide a logo.
Website programming - with features as per attached draft scope.
Commissioning and Testing on my own host.
Website features:
Customers and Suppliers can both start accounts on the site with ability to store information and upload photos.
Customers can put a job on the site with two categories: 'Book an urgent ride' or 'Get the best priced ride'
A job can be from a specific location to another location or can be fixed time period.
Based on the address details, the website will calculate the distance to/from and display to the suppliers to assist in bidding.
Customers can place credit card orders through the site. I will name a gateway and provide details.
Automated emails to drivers to alert them of new jobs.
