oscommerce to email order when people close paypal to quick

Ok oscommerce has a big problem with there stores if you pay by paypal and exit straight away the payment goes through but no order, there is no fix that works in the contributions section. I need a solution that truly works and it will be tested to ensure it is working correctly before any payment is made.
