Build a website - Profiles, Event Data, ID verification

Hello,
I would like to build a website using any platform.
The features will be as follows:
1) Description and overview pages: Mostly static pages with videos and descriptive information such as contact info, about, donate links
2) News Page: A place with updating news stories
3) Login button at the top
4) User profile page where users can enter information
5) Third party ID verification service, and/or secure way to upload a photo ID and an image of the person holding their photo ID, or verify an ID through a small donation with a credit card with the individual's name on it. May also use phone number to verify ID if that is possible. I am open to possibilities here.
6) Event data collection: There would be about 25 fields of various kinds, text, dropdown, checkboxes etc. A user could have multiple events associated with a single profile.
7) security: the database storing user and event data must be secure, and only I can have access to it.
I am not too concerned about your ability to do items 1, 2, 3. In fact I think what makes this challenging is the fact that I need secure user profiles to be created with secure data. The most open-ended item of all is your ability to do the ID verification. I do not know how to do this. As a backup, I suppose the person could upload their ID and a picture of them holding their ID with some specific thing written on a piece of paper.... and I could verify ID's by hand. The other idea is to ask people o make a small donation ~$1 with a creidt card in their name and that would be an identity ID. But if you have any innovative ways to do id verification (even if using a third party tool) I would love to hear them.
