Button to send TCP messages to GT06 and TLT2H trackers

Create two buttons, one to send message to "block" and another one to "release" fuel supply of GT06 and TLT2H devices via TCP command. The platform base of the database is Traccar, but the UI is another, that is why the necessity of this "button" to send the command.
