Create a plugin for Joomla / Virtuemart

Create a plugin that can change the user's category according to the state he lives in.

I need this plugiin because virtuemart payment methods can be enabled for specific countries, but not for states.

Since payment plugins have the possibility to be available to specific user categories , I want you to create a plugin that can change the user's category according to the state he lives in. This could be trigured when a user saves his contact details.
