Create a website for animal rescue tracking

I would like to have an animal rescue website created that features an interactive map ( zoomable down to county level).
Users can create profiles and can be assigned different titles, such as Animal Rescuer, Animal Transporter, Shelter. Users can upload dogs at risk for euthanasia, such as picture(s), type of animal, breed, age, general comments, Euthanasia Date. Users that upload animal profiles will have this information stored in their dashboard, and will need to update the status of the animal to rescued, adopted, euthanized. We will be keeping stats of the animals that are rescued, adopted, euthanized as well. On each animals page, there should be a share button, to share on Facebook their page.
If possible, I would also, like to import pets using Petfinder API.
The main page will be a map of the USA including Alaska, and Hawaii, with stats around it as well, such as total animals listed, total animals rescued, total animals adopted, etc.
The admin panel will store all of the information.
I would also like to have a phpbb or smf forum included with this.
