Inquiry module for Opencart -- 2

I am looking for a programmer that can build an inquiry module for Opencart 1.5.6 in Vqmod.

It needs the following specifications:

1. Multilanguage

2. Enable/disable inquiry per product in admin

3. If enabled, remove Add To Cart button from this specific product and replace with Inquiry form on website

4. If enabled, show form on product page, where customer can enter his personal details.

5. If inquiry has been made by customer, send confirmation email with product details, selected options and customer details (such as name, address, email, phone and comments).
