Redesign another existing Flash website on Wordpress

Hello again,
This is for another potential client. We need to know how much would it cost to redesign the following Flash website to Wordpress:

General requirements:
- Improve the navigation menu and footer
- It needs to have a link to switch between English and Spanish
- Needs to be SEO friendly
- Needs to be built using Wordpress
- All the written content must be customizable
- No data entry is required, just the templates
- Needs to have Visual Composer
- Needs to use Contact Form 7
- Needs to use Slider Revolution
- Needs to be fully responsive
- The phone numbers, if viewed from a mobile phone, must be "clickable"
- No changes on the logo or colours right now
There will be 4 sections:
- Home Page
- Services
- Projects
- Contact
Home Page:
- The home page will have a slider showcasing three or four projects.
- The current "Nosotros" (About us) section will be moved here
- Section of clients to place their logos
Services:
- This section will have four items with a picture and a description.
- Also we need a place here to display products
Projects:
- We need to create this section. Maybe a slider showing the images and an information box
Contact:
- We'd like to add a Contact Form here, so let's style a Contact Form 7 here.
- Also, we'd like to have a Google Map embedded here.
We are open for suggestions!
Ideally, we'd like to work like this:
- First Milestone: A preview of the design of the website
- Second Milestone: Wordpress integration
If not, let me know what should the milestones be.

We are on the process of getting more clients and will need to outsource many of our websites projects, so we're looking for a long term partner over here.
