Upgrade PHP and MySQL on IIS 10 webserver

This Windows Server 2016 has evolved into a mess and I don't know enough to clean it up. The server hosts 6 websites which are all running fine. Its running PHP 5.6 and MySQL 5.01. It also looks like IIS Express is running x86 on a 64bit server. Access to server via Teamviewer.
