Zencart - changing shipping option based on currency

Would require the following:

- a pop up when customer first lands on site - to choose location (only 2 region) and changes currency automatically (without having to manual click on currency change). Pop will only show once per session.

- shipping charges (during checkout) based on region (only 2) - ie if you choose region A - it only shows region A, and vice versa.

- shipping charges option for new region is only a note.

Note:

- I have a test server that will be used for testing before being implemented on the live server.

- Site runs on Zencart 1.51 (no plan to upgrade)
