FAQ chatbot development

I need you to develop a question answering chatbot. it should run on any windows 10 pc.

Requirements:

- Chatbot should be intergrated with machine learning capabilities (inbuilt with small /introductory talk)

- It should pull in answers from a separate knowledge base file which should have all the answers ( knowledge base should be made in such a way that user can update it)

- Chatbot should be aestheticly pleasing and good looking and should be able to open as a application in a windows 10 system

- Chatbot should be able to smart enough to analyse different types of questions and link it to one single possible answer.

In summary I need a Question answering chatbot which supports tables and links as answers and should also suggest questions if the user has inputted a question incorrectly and the bot should be capable to get smart on time basis.

Project price is not fixed, Professionals with development experience only apply.
