Symfony php coder needed to code a feature for an existing website

This project is about adding a solution to the admin panel of an existing website. The solution will be used to determine which url the visitors may be sent to when they click on specific thumbnails of the site, based on probability.
Note: the solution will either direct visitors to the original internal url, or an external url, based on a probability percentage that can be assigned by the webmaster
For example:
original internal url, 60%
[login to view URL], 10%
[login to view URL], 10%
[login to view URL], 10%
facebook, 10%
Note 2: the number of urls can be maximum 100, in case webmaster wants to assign 1% probability to 100 urls.
Note 3: the solution has a unique visitor counter to count the outgoing visitors sent out to each of the trades every 24 hours.
