Interactive map using HTML5 and javascript

I'd like to create an interactive map with tooltip popup on mouse over different regions on the map. Tool tip will display static information only and no other actions are required. The only requirements are mobile compatible where the map will auto resize on different mobile devices so no flash. I'll also need to have this done by Monday 23rd.
I have the map attached so that you can see the map with and without the tooltip.
