Create an action on a windows PC to automatically trigger an application

I need an action set up on a Windows desktop using tasks or similar to trigger an application to open 6 days of the week at 6am PST and on Sundays at 7am PST. Mute must also be turned off on this PC at that time. The application in question is Live Chat Inc. Windows version is Windows 7.
