Search functionality built into my existing Wordpress Site

I would like someone to take my site, [login to view URL], and create a search function for the home page in which visitors can select categories of results within a certain number of miles of their zip code (and include national results). Then, the results (from my collection of resources on the site) would display for them to select from.
I would be able to do any data entry of the resources on the site in whatever database is created for the functionality to work.
I would want the updates to be hidden until all the resources are put in the database and tagged appropriately. Then, we would launch with a big announcement beforehand.
I would also like to have a form created that visitors who have programs/resources for youth aging out of foster care can access from the home page and then fill in that would populate the database after being approved. In other words, they would be able to post their own programs/resources to the website. It would be even better if there was a way for visitors to edit their programs/resources after they add them to the site.
