C#.Net/SQL Server Application

We have an existing application that we are re-writing in C# for a networked environment, and we have the re-write of the core application in place. We need assistance in finishing associated queries, reporting, data import and application screen interfaces.
We are looking for an experienced developer that has the ability to evalutate the current state of the core application and to bring this project to completion. We estimate that this project could be finished in about 100 hours. The successful bidder will be required to sign a confidentiality agreement. A developer willing to come on-site is a definite plus.
The following is required of the successful bidder:
3+ years of development experience and the ability to "complete" a project
Strong Skills in the following:
C# in the Dot-Net environment
MS SQL 2000
MS SQL Reporting
MS Web Services
MS Exchange Server (for email delivery)
Experience in Windows 2000 Server Platform
Security issues related to the application
Microsoft Developer Certification
Please submit your experience in the areas described above and about your recent development experience. CV's are helpful. We would like to know your typical fee structure based on the skills required and on the 100 hours of programming.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

Application will be developed for MS SQL Server 2000 on the .net platform using C#. Operating system is Windows 2000 server.
