database to do various calculations (repost)

Design and build database, web based or desktop whichever will do the calculations fastest ?.and after getting working firstly with me manually adding the data via csv, copy and paste etc , then the second part of the project would be automating data collection from around a 10 horse racing websites

( that could be outsourced to another worker / a separate project if need be) some using JavaScript, some in xls format some in csv format may be using data mining / scraping ,crons etc, which will be filtered sorted and multiple calculations,

I basically am looking for flaws in the Horse Racing handicap where I think a horse will run better or worse than anyone else because of distance, going, weight, jockey, course etc, or I am looking for a horse that is a bigger price than it should be on the form on offer, the database needs to be able amongst other things to do all the calculations on the excel sheet January 13th and various calculations from the data inputted,
