Wanted: Wordpress Function (PHP Development Work)

Core skills: Wordpress function development, php, familiarity with Wordpress hooks, familiarity with Agile/Scrum terminology a plus

Custom Post Types we are using:

1. Organizations <organizations>

2. Disasters <disasters>

3. Response to Disasters Surveys <response_surveys>

Goal: A Response post has the fields: "organization" and "disaster". Both are drop-down (select) menus that have options (and values) of all the posts of their respective post types (i.e. "disaster" drop-down will display the titles of all "disaster" posts in the CMS and "organization" drop-down will display the titles of all "organization" posts in the CMS). An "organization" and a "disaster" should only be able to be combined once. For example, if the "organization" "red cross" created a Response post with the "Disaster" "Typhoon Haiyan/Yolanda" selected, then any new Response posts that "red cross" creates should not have "Typhoon Haiyan/Yolanda" in the disaster select box. If "red cross" deletes the response post with "Typhoon Haiyan/Yolanda", then "Typhoon Haiyan/Yolanda" should show up as an option in future Response posts.

Need a function (or set of functions) to accomplish the above goal by using the appropriate Wordpress hooks.
