Need help customizing a support request WP theme

Basically, our not-for profit organization wants to customize a recently purchased wordpress theme where members can request support for business advice.
The WP theme that has been installed on a website.
For internal purposes, there are 2 categories of users:
A Basic User and a Core User.
Basic User: Has access to the knowledgebase page or section of the site. A Basic user can eventually sign-up to be a core-user to be able to request support and interact with admin as described below.
Core User: Has access to the knowledgebase page or section of the site as well as ability to request support and interact with Admin as described below.
Core User:
1. User clicks on "Request Support" Link
2. User gets option to "Login" or "Register".
3. For first time user, User will have to register, the following entries are required:
3a. First Name
3b. Last Name
3c. Company Name
3d. Company Address
3e. Phone Number
3f. Email Address
3g. Category (drop-down)
3h. Request (Text area field)
4. User gets an email validation link, clicks on link in email and now gets access to the client dashboard
5. Admin gets a notification email that a new request has been made
6. All field entries from registration should now appear in the user's profile. They can be edited by user.
7. Admin logs into the agent dashboard and begins communicating with the user. Notification email is sent to user each time message has been received
in the dashboard and vice versa.
8. Next time user wants to request support, user just logs in to dashboard and then clicks on support request from his dashboard. He doesn't need to register again.

8. User completes registration for core user.
9. User now changes from a basic user to core user
10. Admin gets a notification email that a new request has been made
11. All field entries appear in the user's profile. They can be edited by user.
12. Admin logs into the Agent dashboard and begins communicating with the user. Notification email is sent to user each time message has been received
in the dashboard and vice versa.
13. Next time user wants to request support, user logs in to dashboard and then clicks on support request from his dashboard.
