Implement an API in .NET

We need somebody to write a very short piece of code in the .NET architecture in Windows.
This should be an application that once executed from the command line (with arguments) it will return on the standard out a filename in one line (errors should be logged).
Once executed, the application parses the arguments from the CLI into the class (see attached) and outputs the filename where it is stored.
eg. C:\[url removed, login to view] [url removed, login to view] 00:AA:BB:CC:DD:EE false
[url removed, login to view]
That's it! I have attached the DLL and documentation.
