Convert Fannie Mae 3.2 File to Text File

Fannie Mae 3.2 File Format is a Character Delimited File from my understanding. I need for a way to take this file format and organize it in such a way that a person with limited understanding could read the information input into the file.
The information that is loaded into the file contains the following -
Name,
Address,
Date of Birth
SSN
and ETC.
My ideal situation is to be able to load the file in to a program and have it spit out a text document that has all the information that has been input in a nice and easy fashion.
