So far I’ve made a pdf with fillable fields. It’s a Powerpoint that I converted to a pdf- so it’s something to look at, rather than form after form on the screen. I have it set to open full screen so they don’t see the tool bars and everything else in adobe. Then at the back of the file, I added all the forms that must be completed along with the agency reference documents.
