Face Recognition from CCTV Footage with Live Person and their poor Quality Images

Need a face recognition app for matching the faces shown in CCTV Footage videos with live people and their poor quality images. Only highly experienced people may bid here. 25% of the total amount will be given to you after you complete 50% of the total work. No amount will be increased for this project at any cost. No project will be awarded or no milestone will be released without checking your work on my project. We need one application in which we will be uploading CCTV footage of Bad quality and it should be able to recognise the videos footage with their live people images by clearing them with the videos of the CCTV footage and give us result in much better quality and match it with live people faces and objects. There should be an option to share the videos on social media directly.
